Need for clarification that Receiver MUST send ack

Chris Ferris pointed out the fact that our spec does not state 
explicitly  the the receiving rmp MUST return an RM-ack for delivered
messages.

We need to add such a statement explicitly in the section on Guaranteed 
delivery.
