Since this sentence is not using terminology -
Reliable Message appropriately, I propose
a minor change to Sunil's text as follows:
3.1.1 MessageId Element
The RMP MUST include the MessageId element for Reliable
Message, Acknowledgment message, Fault message and PollRequest
message. This element MUST include a groupId attribute.

In detail, "Reliable Message" was defined to indicate
Reliable request message only, but neither for Ack nor Fault.
Since the entire spec using Reliable Message as Reliable
Request message, the sentence should be consistent with
this.
By the way, definition of Reliable Message from
Section1.7 is follows:
A message for which the sender requires some level
of reliable delivery, typically requiring acknowledgment
for notification of delivery.
