What does WSS TC say about WSDL "annotations"?

On the concall today, during the discussion for the proposal for 
resolving REL-49 a question came up -- what does WSS TC use, if 
anything, for WSDL "annotation"?

I am told by our WSS TC representative that WSS TC is totally silent on 
this topic.
