Team output for New Schema to resolve Rel 108/115

I just uploaded the following zip file:

This is the propose new schema to reolve rel 108/115, and which also 
merges the MessageHeader elements and attributes into the Request element.

This has a proposed new replacement text for the request element section 
of the document.

This version accomodates the concerns which were raised by the team to 
come up with the new proposed schema.

This version is silent on allowance of extra indications in a resonse 
for the response reply element. It states restrictions for the response 
reply
 pattern on what must be present as the first chiled element in a response.
