Title: section layout and reshuffle: uploaded draft

A "contribution" document, "WS-Reliability-SectionChanges-2004-02-18.pdf" has been

uploaded on the TC site (please download Rev 1), for review.

This is an implementation of the proposed changes which I summarized in a previous mail

earlier this week.

The PDF shows the diffs with Feb 12 version.

You can have an overview of the reshuffle by looking at the table of contents.

A few additional editorial changes are proposed in addition to the "reshuffling":

- Definitions of the 3 main RM agreement items in section 1.8.1, has been consolidated

in respective "feature" sections.

- A few simplifications in the 3.3 "Ordering" section, which had redundancies, and failure case made more explicit.

- some rewording also in 3.1, 3.2, failure cases more explicit in 3.1.

- Termination t4.2 (Receiver side) had a few lines that needed be removed: were not correct, or at best confusing.

- Each termination case gets its introduction line named "context".

- I had trouble numbering sections beyond Heading 2 with OpenOffice... so Heading 3 and beyond are not numbered so far.
