Actually, the earlier state charts did not have a trasition fromn 
preparing delivery  which
dealt with failed delivery.  This new state chart is more complete.

The old state diagrams had a common mistake: if the delivery phase 
failed, the later resends would have been treated as duplicate, which is 
a severe flaw.
