Unacknowledged DuplicateEliminationSequence

I now agree that for unacknoledged DUplicat eleimination  reliable 
message requests using sequenceNumbers, must supply the current 
GroupTermination parameter value if it was supplied
on the start message of the sequence.

However, I am still working on the sender group state chart, and am not 
sure yet whether
acknowledgements are sufficient to deal with the issues that Payrits and 
Sunil are concerned about.
