Here is a proposed resolution for Rel35:

REL-35 Spec  meta Design Unassigned Scott Werden  
Title: Header processing order 
Description: Need to determine impact of header processing 
order, particularly when used in conjunction with WSS.  

Proposal:  
Unless otherwise agreed between sender and receiver,
security related header must be processed before 
reliable messaging header specified in this spec
was processed, when this specification was used with
security related specifications.
