Prelim Minutes of WSRM TC f2f from Wednesday

alttached are the prelim minutes from Wednesday.

There will be a new Requirements Document posted tomorrow, reflecting
the comment resolutions from today.  It is the intent to have a vote on 
friday
morning teleconf to progress this as a TC WG draft, available for public 
review.

The meeting was not quorate (2 members missing) so we need to vote on
pending resolutions on the friday call.

The wednesday minutes will not be sent tomorrow, only the thursday additions
will be sent tomorrow.
