Leaving the Working Group

Sadly, I need to back down from the
WSRF working group due to other commitments.  I've updated the Appnotes
document with the latest issues in preparation for F2F review - this will
require a new owner.  

I've really enjoyed working with the
WSRF team, and will still listen in to the emails as an observer.
