WSRF-RP 1.2 Draft 06.a

A couple of comments on the recent WSRF-RP
draft [1]

Per issue WSRF55:

- Does the TC feel value in developing
a TopicSpace XML artifact to define the topicspace and topic associated
with the wsrf-rp:AnyResourcePropertyValueChange topic?

Per issue WSRF66:

- there is only one resource property,
QueryExpressionDialect.  Since it is a nice xsd:AnyURI simpletype,
it didn;t seem to me to make sense to add the anyAttribute extension.

Note to other authors, we should update
the (c) on the files to 2005.
