Update to candidate committee draft

The candidate committee draft sent for
review last week had a few minor errors.  They've been corrected and
a new version  has been posted to the TC documents at:   http://www.oasis-open.org/apps/org/workgroup/wsbpel/document.php?document_id=19880

If we approve the version distributed last week at this week's meeting,
we will also ask for approval of this version before voting to move to
public review.  Note that only the delta changes from the version
distributed last week are marked in this version making it easier to identify
the specific differences.
