candidate committee draft for review by Aug 23

The latest candidate committee draft
is avialable for review.  This includes the xsd, all issue resolutions
and actions items as of our call Wed. Aug. 16.  We will be voting
to approve this on the next call on  Aug 23.  This is the link
to the .doc file with mark ups.  Prasad will provide html and pdf
versions shortly.
