Issue - 281 - Correct inconsistency in 12.5

This issue has been added to the wsbpel issue list with a status of "open". The TC
agreed to accept the issue before it was added to the issue list.

Resolution: This issue was created, accepted, opened, resolved, applied, convicted, committed, shot, and buried on May 4, 2006.
The presence of this issue exists for documentary purposes.
