Summary of Jan 18 meeting: 

TC agreed spec should have two references
sections, normative and non-normative and text should be reviewed for normative
contents.  This was delegated to the spec editing team.  

221 was resolved as proposed by Dieter
with friendly amendments discussed in the call:   http://www.oasis-open.org/apps/org/workgroup/wsbpel/email/archives/200601/msg00074.html

Chris will open an issue on adding scope
life cycle documentation as a clarification for the spec
