New folders for schema and formalism

As a result of the discussion on the
last TC call, I've added two new folders to the documents page on the BPEL
TC web page:

1.  "BPEL Schema".
This is to be used to hold updates to the BPEL XML schema.

2. " BPEL formalism information"
.  This is to be used to hold information regarding projects to create
formal descriptions of BPEL.
