Issue 16: -- Proposed resolution (Ensuring exactly once)

As was pointed during the email discussion of this issue, it is outside
the scope of BPEL, because it should be covered by the web services
stack (specifically WS-ReliableMessaging). Therefore, as the owner of
this issue I propose to close this issue without any change to the
specification.
