members in leave of absence status

In accordance with Oasis procedures, the chairs are supposed to let the TC 
know when members change to a leave of absence.  We currently have 3 
members who are in leave of absence status:  Chunbo Huang, JP Morgenthal 
and Balinder Mahli.
