I'm continuing to work with Siebel and have been told just this week that 
they are nearing conclusion of their review.  Will let everyone know as 
soon as this info is available.

Can anyone point me to the Siebel contact or license agreement?

I have the ones from IBM, MSoft, BEA and SAP from John's spreadsheet 
dated 23rd July
but have seen nothing further.
