     and votes on a replacement second public review package
     - a UBL Comment List discussion has prompted a non-backward-compatible
       change to the model which would require a third public review if the
       currently-voted-on package is put out for the second public review
     - Roberto is working on the changes ASAP
       - asked to create a ticket for each set of related changes in order
         to track and record the rationale
     - Ken will prepare and upload a replacement package (hopefully before
       the end of Friday) as the revised second public review
     - the TC will vote on the replacement package at our next teleconference
