Minor update to UBL Methodology for Code List and Value Validation

Hi folks,

I've just uploaded the UBL Methodology for Code List and Value 
Validation version 0.8 draft 4:

This minor change replaces the iso_schematron_skeleton.xsl with a bug 
fix and adds documentation for two added stylesheet fragments of use 
to users of the methodology who are working with non-UBL 
documents.  There is now off-the-shelf support of the methodology for 
business documents without information item meta data for code lists.

For the UBL support page, this changes the document number currently 
listed as 22328 with 22591.
