Draft support package schedule

Hello UBL TC,

Attached is a (very preliminary) draft of the work schedule for
the UBL 2.0 standalone documents and the first edition of the
Support Package.  Please review this and be prepared to fill out
the undefined bits in next week's Pacific and Atlantic TC calls.
