RE: [ubl] IIDs and IDIDs

If you're using them in the spreadsheets due to NDR rule, that isn't necessary because the rules only address how to go from the model to XML schema. In fact, I think it might be better if they *were* spelled out in the spreadsheet. (Doesn't really matter to me very much as long as the end result is what we expect.)

 my understanding is that we use the abbreviation in all places, including the DEN.  we do this with other abbreviations such as CV2 and UNDG so we should do the same with UUID and URI.

that is why the spreadsheets have them that way.
