Hello all,

Based on Bryan's findings and other discussions I 
have removed all discussions of minor version 
recommendations from my discussion paper, 
resulting in a 25% reduction of the amount to read.

The paper is now just a discussion of UBL 
Customization, and there are no recommended changes to the NDR.

Please find version 0.4 of my discussion document posted at:

For those who have not read all of any earlier 
version, you can just pick up in the new document 
where you left off in the old document.  Only 
very minor changes have been made in the early 
sections of the document, and these are indicated 
in the change log below the preamble (essentially 
introducing the term "UBL Customization" as a 
more appropriate term for a subset that also includes custom extensions).

To save printing off a new version you can just 
ignore the section titled "Versions of UBL" in an 
existing printout you may have made.
