After removing ELD8, each CBC element is now bound to a complex Type that has the same name (plus the Type suffix). Hence, there is an equal number of elements and complex Types in a CBC module, and the same rules apply for qualified and unqualified BBIEProperties.

Wouldn't that mean that in ELN2, the word unqualified should be removed, so that ELN2 applies to both qualified and unqualifed BBIEProperties?

ELN4 appears to be left-over from the time when ELD8 was in force, and IMHO should be removed.

Please let me know if I'm misinterpreting these rules.
