UBL 1.0 SBS candidate committee spec package updated

Greetings,

I have just updated the UBL 1.0 SBS package proposed as
a committee spec candidate for ballot. The changes were in
the main corrections to the index which had syntax errors.
Apologies. I hope this doesn't confuse and is now suitable for
ballot.
