I can recommend a pleasant B&B called The Phileas Fogg 
(http://www.phileasfogg.be/).   It is a couple of stops on the Metro 
from CEN and is a real Belgian experience.  Rates from 65-100 euros 

In fact I have twice stayed at B&Bs in Brussels (in the old terraced 
houses work well) and they have been excellent.  The web site at
