The proceedure from this point:

 

1. 60 day public review (during which 
time

the draft will be refered to as a 'public 
review

draft')

2. disposal of comments and any 
changes

resulting from public or member 
comments

3. if there are changes, second 15 day 
review

 

Once the package is agreed it can be

progressed to committee specification
