Due to an annoying mail filter (curse those HTML mail readers), I did 
not receive notice of the proposed NDR Committee Draft document before 
it was balloted.  So i was not able to review the document before 
voting.  Therefore, I am using the 4 week TC comment period to submit my 
comments.

Please find these in the attached text document.  The official OASIS 
response form does not accept this type of submission so I am lodging a 
reference to this email on that system for future reference.
