Marty,
You're correct, I
see many and frequent scenarios where either a large trading partner or industry
association will decide to implement custom codes. Furthermore, they will also
decide that there is no need to seek SDO approval for use of those codes.
Another scenario is where an industry such as healthcare has codes that are
updated on a monthly basis. It isn't practical to change the standard that
frequently just to accommodate a few code changes.
