I'm taking b) to refer to xsd-SDG-codelist-modules.zip and c) to
refer to xsd-SDG-sdt-codelists.zip.

I'm wondering where the metadata goes in c).

I can find code list metadata (for example, "3166") in b) twice,

   xsd-SDG-codelist-modules\codelist\etc\UBL-CodeListCatalogue-1.0-draft-7.1.xml

and

   xsd-SDG-codelist-modules\codelist\use\UBL-CodeList-CountryIdentificationCode-Use-1.0-draft-7.1-SDG-codelist-modules.xsd

but in c), xsd-SDG-sdt-codelists, I can find it only as
documentation in

   xsd-SDG-sdt-codelists\common\UBL-CommonAggregateComponents-1.0-draft-7.1-SDG-sdt-codelists.xsd

and

   xsd-SDG-sdt-codelists\common\UBL-CoreComponentParameters-1.0-draft-7.1-SDG-sdt-codelists.xsd
