It might be a good idea to look at the following document to gather at
least some instance-specific rules, e.g., when, where, and why to use --
or not -- comments and processing instructions. (There's also a little
bit of design advice here but I think we're past that point.)
Is anyone particularly interested in carrying this forward? (Jessica? :-)
