        1) Reformatted using Security Services TC Document Guidance

        2) added line numbers

        3) Added detailed Table of Contents

        4) Added Guiding Principles section (3.7) that contains Eve's input from UBL meeting on overall design

        5) Removed content from Section 5 and 6

        7) Updated Terms
