[ubl-ndrsc] NDR SC web page

The server seems incredibly slow at the moment, but I do have a rudimentary 
NDR SC web page up:

   http://www.oasis-open.org/committees/ubl/ndrsc/

Please use this as a portal for our work.  I will make sure that documents 
mailed to our list will also get "published" in the various subtrees of 
this area.  I plan to update this at least weekly, around the time that I 
send out our agendas.

If you have any suggestions, or have a burning desire to maintain this 
instead of me :-), let me know.
