[QA Packaging]: File-naming for packaging xsd directory

As per last week's QA Packaging call chaired by Marion, 
I was assigned to "look after" the xsd subdirectory.  
In particular, a filenaming convention submission is 
to be made to QA Packaging team.

The proposed files and their naming to be placed under
"xsd/" subdirectory for the alpha version are:

UBL-CoreComponentTypes-1.0-alpha.xsd
UBL-DespatchAdvice-1.0-alpha.xsd
