A suggestion, there is a code list UNECE:20 you can reference. http://www.unece.org/cefact/rec/rec20/rec20_add1-3_2000.pdf
On this list, look in the section of table titled Units of Measure: Code Elements Listed by Common Code.
Common Code is EA, stands for each, reference code is 1036.

Liters --> LTR
Units --> ???
