> Currently property filters (as part of Node and Capability Filters) use ordered list with the goal to assure that orchestrators select/match criteria in the same order and deterministically process "selection" of potential matches and "throw" exceptions if they encounter problems at the same point.
> If we change these to Maps (i.e., YAML dictionaries) then we lose order and processing behavior changes from one orchestrator/tool to another.
