Regarding comment #14:

Different specs treat it differently. For example, WSDL 2.0 uses a corresponding element with "abstract="true"", while BPMN 2.0 or BPEL 2.0 use a corresponding element that is not abstract. Some other specs (like Policy, Eventing) do not use a corresponding element but nest an xsd:any or xsd:anyAttribute directly into the elemements that should be extensible. The concrete technique used to achieve extensibility is a matter of style (e.g. locality of definition, denseness etc).
