Change Notify Wiki Page Out of Date

Hey Phil, Thinh,

I went looking for the latest Change Notify document and started on
the SAML Wiki. I noticed that the page[1] for that document has
fallen quite out of date. Just wanted to let you guys know.

Thanks.
