WS Security Policy

On the June 7 WSSX call I promised to make the SSTC aware of a decision (of
the WSSX working group) to NOT profile WS Security Policy for SAML Tokens,
and to encourage the SSTC to take up this work item:

We should discuss this on the call tomorrow if we have time.
