Review of Web Services TN

Please review the Registering Web Services TN (which may be renamed to
"profile").  This has been out for a couple months and there have been
no comments to date.  We need to move this forward and the review and
comment process is critical to going forward.  Please send comments to
the list by Sept. 22.  We will discuss this at our next TC meeting
(Sept. 29).  See
