Reminder: always include search string + section number + line number

Dear colleagues,

Thank you for all the wealth of comments on the 3.0-draft-01 specs.

Just a reminder to make my job easier please always include:

-A string I can serach for in source document

-A section number I can goto even if line numbers may have moved

-A line number I can go to in original version of the document that 
comment is based upon.
