Reminder about e-mail list

This is a gentle reminder to please use the e-mail list to discuss
issues related to the specs and the TC work.  As an open standards
group, we need to be sure our discussions are public, and that others
have opportunities to participate in the discussions.

(there has been very little activity on the list lately, and I am
concerned that there may be work going on that is not being posted to
the list.  Of course, everyone could be on vacation too!)
