There is some data on cost savings due to better information management
there that is relevant to the $$$ discussion.
BTW, I was surprised to see the BAH estimates for operational cost for a
federal registry. Joe can you share any details on the breakdown of
these cost estimates:

would cost about $7.7 million, with a total operational cost of around
$59 million over a 10-year period."
