[regrep] Content Management Services

One suggestion I have since f2f is to rename Content-based Discovery 
chapter to "Content Management Services" and have one major section 
called "Content Cataloguing Service". I am also proposing that we add a 
very similar "Content Validation Service" which instead of creating 
catalog data simply returns returns a boolean on whether the content 
being submitted is syntactically and semantically valid or not. If not 
valid then it is not accepted for submission. Nikola can describe this 
proposed feature as we have discussed this in detail.

The cost of specifying this new service is negligible as it builds on 
the work for Content-based Discovery. And it would be a most valuable 
feature as the biggest issue with registries is the quality of their 
content.
