[regrep] Updated Canonical Path and Path Filter proposals

I looked at the definition referenced in the 2 proposals to define the
nodeCode element of the BNF. It turns out that I had copied the wrong
refernce to teh XML specifications. The attached proposals have only
been modified to replace with the following sentence to refer to the
correct XML specificatiopn reference:

"In the above grammar nodeCode is defined by NCName production in
http://www.w3.org/TR/REC-xml-names/ ."

With this change we preclude characters like '/' '*' etc. while still
alllowing for valid characters.

With this I hope I have addressed the concerned identified yeserday and
would like to grovel for your positive vote :-)
