[regrep] UpdateObjects Protocol

Although we didn't discuss this proposal during our f2f agenda time, I did
get some good feedback from Sanjay and Len during the breaks.  As a result I
have updated it considerably and offer it for consideration.  I hope we can
have some time in our next conference call to discuss.
