[regrep] TC chairman requirements

Lisa,

What are the 
requirements for becoming a TC chair?  Do you have to be a current TC 
member or is a past chairmanship of another TC acceptable?  I'm trying to 
talk Rik Drummond into coming on board when you leave.  What would he have 
to do to qualify for the position?
