I2C and I2X proposal

For the sake of making progress, I propose that the I2C request
should return whatever the registry's favored metadata record
is, and that we specify an I2X request that returns the metadata
record specified by OASIS.

This is a somewhat arbitrary choice, so anyone not in favor
please speak up and say why.
