Regrep revision of RFC 2483

Attached is the first-draft revision of RFC 2483 I did to support
the Registry and Repository effort.  Implementors in particular,
please review and comment.  (I sent this out before but it isn't
up at the site, pending review.)

I didn't add anything regrep-specific, but I think we should
extend the set given here by adding a "I2X" function that would
be a more specific form of "I2C".  I2C is intended to request a generic
metadata set (a "URC"), and we want to implement not that functionality,
but specifically a request for the OASIS-specified list of links to
related data.  For that item, see
